Inflammation: When you have a cold, there is often a lot of mucous from your nose that drains down the back of your throat. The near constant presence of this drainage can irritate the delicate tissues of your throat, causing pain, redness, and sometimes swelling. If you have this swelling, or inflammation of the throat, I imagine you could certainly feel like your throat is tight.
