Can tight muscles or muscle spasms in neck, shoulder or upper back cause pain down arms or tingly numb feeling arms?

Possibly: Anatomically the arms receive their control of sensation from the neck. Nerves that are irritated at the level of the neck often only result in pain traveling into one arm and not both. Given your age, it would be unlikely that there is significant degeneration to cause symptoms in both arms. Discuss with your pcp.
