Controversial: This is a controversial statement, and many do not believe caffeine itself is harmful. But, to the extent (as a stimulant) it could give you diarrhea - this could irritate hemorrhoids. If you drink a lot of coffee and not enough water and become dehydrated - this could contribute to constipation - also bad for hemorrhoids.

Stimulates straining: I know of nothing that says caffeine makes hemorrhoids worse. But caffeine does stimulate the colon to contract and increase blood flow in the hemorrhoid--making them larger only if they are already present.
