No: The meniscus is a cartilage spacer between joints. We hear about it most with knee injury and surgery. Strains are events that occur with muscles or ligaments. Cartilage does not strain, but can tear under certain circumstances of sport injury or natural degeneration. It has a poor blood supply, and as such does not typically heal. If it is symptomatic, it commonly leads to arthroscopic surgery.

Not really.: The meniscus is pliable and flexible, and moves with movement of your knee joint. You can incur small tears, that sometimes don't give the patient any symptoms.
