No: Metoidioplasty is a procedure to allow a female-to-male transgender person have a small penis about 4-6 cm long, allowing him to stand to urinate. It is entirely about rearranging tissue, lengthening the tube from the bladder (urethra), and forming a penis from the labia (lips) of the female genitalia. No hormones are used for this, and since it is local plastic surgery, no effect on breasts.
