Skin cream : Skin cuetical's eye balm works great for mild condition. Have used personally for over 10 years.

Lower eyelid bags: It depends on the extent of periorbital fat (psudo-herniation) as opposed to skin excess (dermatochalasis). Mild skin excess can be improved with chemical or LASER skin resurfacing. If there is bulging of fat, the best way to correct it would be a surgical blepharoplasty. I personally do not recommend or promote any products for such a condition.
