See a urologist soon: Undescended testicles pose unique problems. They are supposed to be in the scrotal sac because the temperature is about a degree cooler than the body. The cool temperature is necessary so that viable sperm can be made. No sperm, infertility. If that was not enough, undescended testicles have an increased risk of testicular cancer. So do not tarry.

See endocrinologist: You likely have a hormonal problem, either from your pituitary gland or non functional or absent testes. Also consider seeing urologist in case UR interested in having testicular prostheses to normalize appearancnce of your genitalia.
