A plug or stone: Most problems with obstruction of the submandibular gland are from a mucous plug or a stone (just like in the kidney). First you have to determine what the problem is and where the blockage is to determine what treatment is necessary. If it is a stone and can be accessed easily it can be removed. If it is too far back in the drainage duct you may have to have the gland removed.

Fluids and sours: Similar to kidney stones you want to increase hydration to help flush, thin secretions. You also want to increase excretion (output) . This is done by stimulating saliva production. Sucking on lemons, or sour candy. Warm compresses and milking may also be recommended in addition to the above. See your local ENT specialist.
