Yes: The short answer is yes but they are much less common than ear causes. This is an artificial categorization as hearing is clearly propagated by nerves but this is how doctors divide up who treats the disorder between ENT and Neurology. You should start with ENT. They know when to refer to Neurology

Yes: I think I addressed this question before. But there are a number of neurological diseases that can cause hearing loss. Rarely multiple sclerosis, acoustic schwannoma, any auto immune disease involving the inner ear, and finally, any disorder of the auditory nervous system from the brain stem to the temporal lobe of the brain.
