No: What you are referring to is the embryo. The embryo, very early in development has 2 sets of structures- mullerian and wolfian structures - that will develop into male or female depending on whether testosterone and the needed section of the Y chromosome are present. One set of structures will develop and the other will disappear by birth in normal development.
