Almost weekly i get tingling down 1 side of my body. is that a stroke? today i had the tingling but now also weakness in that arm felt like jelly arm

Neuropathy: It sounds like it is possible that you have a nerve impingement, possible originating from the neck. However, in order to get a definite diagnosis, you would need further diagnostic tests including imaging and emg.

Not likely: At your age it would be extremely rare to be suffering a stroke unless you have some obvious risk factor like: being a drug user (ie., cocaine), hypercoagulable disorder, or some congenital aneurysm/ arterial dissection. More common reasons for your tingling could be carpal tunnel syndrome if only in hand. Consider CNS processes like Multiple sclerosis if other limbs or face involved.
