Probably not: Some moles will develop a halo around them and are called halo nevi or moles. This might be what you are getting. Many people have looked at this, and there does not seem to be an increased risk of cancer in these moles. However, any mole that has changed should be seen by a dermatologist. It is certainly worth your peace of mind and it might need to be biopsied.
