Is it normal that my 9 month old is so whiney and cries all day he dose not want to play or do anything he's not ill he wants to be held all day?

It can be a phase: Around 7-12 months many babies become anxious about separating from parents or even becoming super clingy, especially around strangers. Most parents describe this as you have. The good news is it is a normal phase of development and will change. If he has problems with sleeping, not eating/drinking or the problem persists you should get him checked out.
