2 and 4 yr old siblings always have rash on face/body. usually cheeks/limbs, top of feet. worse w/heat and sun. raised, red, warm, blotchy, not itchy

You've given, heat rash is the primary consideration. It could be from skin sensitivity to the sun or from blood vessels opening up with increased blood flow after sun exposure.
