Directly relatef: One of the components of a bunion, is that the big toe will drift towards the lesser digits. As the big toe goes over, it forces the second toe up. To bring the second toe down, you will need to also address the bunion deformity. Strapping and padding will not resolve this issue. If symptomatic consult your local area podiatrist.

2nd digit can be: related to the bunion next door as the big toe is pushing on the little toe. The 2nd toe could have pressure or mis aligned due to enlearged bunion. You should see a podiatrist and have an exam and an xray to get more answers.
