Probably not: Sex is complicated. At 13 there is no way someone is mature enough to engage in it properly and responsibly. You have the rest of your life to have sex.

Unsafe sex at 13: It might be emotionally damaging to the 13 year old to have sex at such a young age. It is unlikely that a true emotional relationship would be in existence which is healthy; safe sex is more than just not becoming pregnant; the emotional state pre and post of the partners must be considered.
