Depends: If you look at olympic level gymnast it is obvious there is a delay in development. There is a retrospective review ( not the best study method) that shows for those in the gym more than 15 hours per week there is an increase risk of delayed puberty. This is related to hormonal issues. Once you discontinue gymastics/decrease time in gym/ gain weight your breast development should resume.
