Foot wear Irritation: Sounds like you have this in both feet. It is worse in the summer and this would correlate with increased perspiration. Your shoe gear is quite important. You may need a custom insole or just an appropriate shoe. Such painful lesions may be a blister. Topical antimicrobial ointments can be used to treat sic lesions. If this continues have it looked at by a physician.

Sole situation.: It seems unlikely that the red spot is due to a skin infection. It would hardly come and go over a period of three years. Since it happens in summer more frequently. it is a possibility of the style of shoes, or lack of, that may be irritating isolated areas on the foot. This pressure could be the reason for the sore spots. These types of problems are best evaluated in person when fully apparent.
