Probably not: Speaking comes partly because the vocal cords vibrate to make sounds which are then further changes by the mouth, tongue and facial structures. If there is not much air volume, or if the vocal cords are not coming together properly the voice will not be produced as usual.

No: The lack of 02 will not itself cause a raspy voice. There are a whole host of other things that can cause a raspy voice: age, dryness, dehydration, voice overuse, vocal polyps, cancers. Their decision regarding the use of 02 will be made based on her respiratory condition.
