4 1/2 weeks after broken fibula and sprained ankle. still painful to walk with airboot. bad pain when trying to move ankle. is this normal?

Might need PT: Make sure to follow up with your orthopedist as recommended, and let him/her know that you are still having significant pain. Sometimes, the fibula heals faster than the ankle sprain. Your orthopedist may give you exercises to do to increase ankle strength and flexibility, or he/she may refer you to a physical therapist to improve your use of the ankle. For now, avoid painful use of the ankle.
