They can be: I assume you mean outside the vagina, (which is called the vulvar area), which are quite common , but you should make sure you point them out to your gyn, because he or she can decide if any of them look like they need to be removed or biopsied, because sometimes they could be pre-malignant or rarely malignant like a melanoma.
