Primary amenorrhea: Lack of menses by age of 15 in a person with female sex characteristic (breast , pubic hair). I suggest you see ob/gyn they can get history, get labs, do physical exam (heart, lung, abd), may need to do gynecological exam (dont worry about this gyn exam, if you are not comfortable. Doctor's job is to explain why we recommend test etc).. Please, see doctor.

See someone: Any girl with no breast development by 11 or menses by 15 should be evaluated for delay. Initial testing can often be done by a primary doc while s/he arranges a consultation with specialty support. Rare females are born without some of the internal parts, or have a chromosome issue. These can often be sorted out by a pediatric endocrinologist, but consultation with OBGYN may be helpful.
