Yes: Sleep is in general a more permissive brain state for all types of seizures. Moreover, the early morning may be a trough time of day with respect to anti-seizure medication levels.

Sometimes Genetic: There are some genetic epilepsy syndromes (e.g., JME, GEFS+ among others) where the person has seizures upon awakening. Sometimes that is the ONLY time they'll have seizures. These folks tend to be best treated with medications at bedtime, and they often don't need anything during the day.
