Umm: It sounds like something containing a vegetable gum. If my hunch is correct then it is likely intended to keep your nose moist and not decongested. There are otc nasal decongestants which must not be used regularly beyond 5 days. However nasal antihistamine has been shown to have a nearly immediate decongestant effect and nasal steroid after a few days of continuous use.
