Experience: Whoever does the procedure most often. Experience counts. That could be any of the three.

Experience Matters: You can't say in general. Of those three, whoever has the most training, experience, and caring would be the best choice for you. This is true in any field. It's not the "title" or "job description" which matters, but how well the person can perform the procedure and how well you will do your part which will determine the outcome. You have to have trust and be able to work together for success.
