No: Endometriosis is a disorder that is associated with menstruation, not ovulation. People with endometriosis continue to release eggs however the problem for fertility for them is generally a problem of transport of the egg into the uterus, due to blocked tubes.

Yes, it can: Endometriosis can and does interfere with ovulation as well as fallopian tube motility(the ability to conduct the fertilized egg to the uterus). Researchers are not exactly sure why, whether the endometriosis implants secrete a substance that does that or not, but 40% of all infertility patients suffer from endometriosis.
