Depends on situation: In some states a minor can seek care for women's health issues, sti's etc on their own from specialized city clinics. Those who are legally emancipated (court document) can seek care. In my state, i can see you if your parent has arranged so with my office and signed a document that you can come in on your own.

Yes: It's great that you are taking responsibility for yor health, however, your doctor may request verbal permission from your parent or guardian before prescribing medication, depending on the issue.
