Normal!!: Rest assured this is normal male teen development. To a parent, this may seem odd but keep in mind that this is a period of rapid growth--not excluding the breast tissue; glands in the breast enlarge as a result of an increase in the ratio of estrogen to androgen. It typically resolves in 6-12 months all by itself.

Likely: Height? Weight? Obesity may tend to remain prominent called gynecomastia. Any medications, other illnesses? Can cause as well. .Discuss parameters with pediatrician.

Yes, usually: Breast swelling or gynecomastia is very common in boys at the onset of puberty and usually lasts for a year or two and then tends to resolve. Boys that are obese, have a hormone imbalance, or are taking some prescription drugs may have persistent problems. Discuss this with his doctor at his next check up.
