Yes: You may refuse either anesthesia. The operating physician and/or anesthesiologist may also refuse pending certain restrictions.

Yes, you can: You have the right to refuse any medical procedure and find other medical specialist to satisfy your "wants". However, in addition to general anesthesia anesthesiologists use local or spinal block as a preemptive analgesia in order to prevent future post surgical neuropathic pain. Rec.: consult with your anesthesiologist-surgeon and explain your concerns.
