Dizzy: Untill that blood pressure is stabilized i wold not recommend flying. If his BP is at this level despite treatment, you have a very serious condition.

No: With this high a BP , he is at high risk of a stroke. In fact, he may already be having minor ones right now thus the dizziness. Rush to doctor asap.
