No: The color of the eye is due to the structure of the iris inside the eye. There is not way to change that color without causing severe damage to the eye and vision. A laser with diligent application, quite damaging and destructive could change the color a bit but you would lose vision. If a laser were to damage the retina it might change your color perception so you would think you have a new one.
