MRI: A typical MRI of cervical spine does not show the circulation. That type is called in mra. Even if MRI is done with contrast, you cannot see the circulation system.

Neck vessels: A carotid ultrasound is the standard method of evaluating the cervical circulation. An MRI of cervical spine may show abnormal distortions of the vessels, but blockages in the carotid arteries may not be reliably detected.
