WBC: An elevated white blood cell count can arise from many conditions, most commonly infection or, sometimes, leukemia -- due to her difficulty breathing, she should be evaluated by her physician or seen in the er asap.

Must go to Doctor: Your mother needs immediate medical care but it is difficult to tell you exactly what the cause is based on the information you provided. This could be a severe infection but it could also be leukemia. Suffice to say any medical condition accompanied by such a high WBC and breathing problems needs immediate medical attention.
