Set limits: It is normal for a 4 year old boy to explore his penis. We should set limits though. The recommended approach is to explain that he should only touch his penis in private. But if he really can' t stop doing it in public that could be a sign of a problem. In that case, you should consult his pediatrician for a possible referral to a child psychiatrist or neurologist for an evaluation.
