Tv is not good: Babies need to be conversed with. Give and take communication builds language for them. If you have your baby spend time with the tv rather than you, your baby may develop a delay in language skills. However, i don't think that sitting close to the tv will effect vision.

Probably not: Tv will not harm the eyes of a baby or anyone else for that matter. Tv is not a good substitute for parental attention and shouldn't be used as a babysitter. But there is not visual harm to come from tv watching.
