See answer: The appearance of the scrotum and the degree of descent (hanging) of the testicles will normally vary depending on both the body and ambient temperature. When body and temp are warm, testicles hang lower and scrotum softer and vice versus if cold. Sexual stimulation and stress can also influence. Also not uncommon for men to experience periodic, mild, self-limiting discomfort in testicle region.
