Why is the bottom of my feet swelling up like a layer of padding?

Is it really?: Is the bottom of the foot swelling? Or does it just feel that way? There is a difference. Usually when i see swelling it is on the top of the foot. That is not to say, it can't happen on the bottom. If your feeling like it is swollen you have neuropathy. If it really is swollen then you might of developed a tear in your plantar fascia or something like that. Is is painful?
