Very Unlikly: Health Maintenance Organizations, HMO, were developed to maintain health, prevent diseases and avoid unnecessary testing or treatment. They try achieving this by the use of a primary physician as a gate keeper. In other words, he is knowledgeble and would decide if your complaint is a problem, can he handle it, or what to do first before referring you to a specialist.
