It might.: It is common that vocal cord issues will cause not only hoarse voice but something called globus sensation, which is the feeling that something like phlegm is constantly stuck in your throat. This often results in frequent throat clearing that seems ineffective at actually clearing anything. If you've had symptoms since January without improvement, see your ENT doctor for follow up.
