He needs to see a lung doctor ASAP. If that is his pulse at rest and his pulse ox at rest, he likely needs oxygen therapy. If he cannot see a lung doctor ASAP, then you should take him to an ER or urgent care. This is a serious situation with his heart rate being that high and he is short of breath with a pulse ox on the low side at rest. It likely goes lower with movement. He needs a doctor now.
