Spinal stenosis: The answer is no - spinal stenosis is a disease that occurs with aging, most commonly in the sixth and seventh decades of life. But having said that spinal stenosis can occur in a younger person, a problem likely that has been present since birth. The concern would be if this stenosis is causing pain or weakness problems then one might need to consider surgical solutions.

Generally No: If this is degenerative in nature or acute herniation it is possible. I have seen it in 17yo. It is possible this occurred with trauma or if the person is involved in high level athletic activities/sports like cheerleading, gymnastics, football, etc. Some people have what is know as congenital spinal stenosis where there bones do not grow larger to allow space for normal contents of spine.
