No: Blood pressure is measured via 2 numbers: systolic blood pressure over diastolic blood pressure. I am assuming 116 is referring to your systolic blood pressure, in which case it is normal. Generally accepted systolic blood pressure is between 100-120. Diastolic blood pressure between 60-90.

It's good: No, the top (systolic) BP number at 116, would be very acceptable and normal, not low.
