Bleary-eyes: Bleary-eyed people have difficulty focusing which is likely attributed to a loss in the concentrated effort of maintaining visual attentiveness. Dryness may also be a factor, that, with too little sleep, your eyes have many more hours of exposure. Blinking helps to restore the moisture on the ocular surface, thereby helping the eyes to focus more clearly. Gets some sleep to help restore yourself.

Eye fatigue: Can definitely cause your vision to fluctuate. This is sometimes related to the fatigue itself. This can also be due to drying of your eyes which will cause your tear film to be irregular. That could definitely cause your vision to clear with some blinking and blurry at other times.
