Blood: There are two likely possibilities. Your mom has a bruise in the eye (subconjuctival hemorrhage) or her eye is irritated and inflamed (injection). It may or may not be a normal following laser surgery, depending on what kind of laser surgery she had. It is best to ask her eye md.

Conjunctiva injectio: She probably had a lens applied to the eye to assist in focusing and keeping the lids open. This sits on the conjunctiva and irritates it a little. This causes a short term conjunctival injection which looks red. This should rapidly fade and is not a cause for worry.
