See your eye doctor: This depends on whether your eyes can't open because you have to ptotic lids, which are droopy eyelids that don't lift up beyond what you can see through your pupil. Or if it's due through constant contraction of your orbicularis muscles of your upper and lower eyelids, called blepharospasm. Both are treatable eye conditions. You need a full slitlamp, and eyelid testing to see what your condition you have, before treatment can be offered.

Ptosis surgery: It sounds like you are referring to lid ptosis(droopy lid). If this is typical age-related muscle ptosis, there are out-patient surgeries available to correct this. You must rule out neurologic or autoimmune causes, as well. Most comprehensive ophthalmologist or oculoplastic surgeons can evaluate this. Insurances will typically pay if deemed a functional problem.
