Primary care first: A primary care doctor (family practice, general internal medicine or holistic/integrative medicine) should be able to help; however, you are young to have such a low level so it might be best to see an endocrinologist (or possibly a urologist) but one generally needs a referral from a primary care doctor to see a specialist, so start with a primary care doctor.
