I have 9mm cyst on right tonsil, is that considered small?

No: Although this is most likely a benign cyst, it is not small. 9mm is almost 1/3 of an inch. If it is not tender with redness around it, and it has been there for months, i would not worry about it. A 2-3 mm. Cyst is what i would call small. Watch it over the course of 6 months and if it remains the same size, i would not worry, but have an ENT doctor check it to give you some peace of mind.
