If you are a female performing oral sex on a man then there is the risk of gonorrhea, chlamydia, herpes, syphilis, hpv, and hiv. A person performing oral sex on you can transmit hpv and possibly herpes. Bumps are not stds. You performing on a female is low risk for herpes and hpv.

Of course you can: There is no immunity zone. If you have unprotected sex--oral/anal/vaginal, you are at risk of contracting any std your partner may have, whether or not partner is aware of having it. Condoms prevent this.

Yes, low risk. No.: There is some risk of STDs from oral sex, but in general much lower chance than for unprotected vaginal or anal sex. For some STDs, including HIV, there is virtually no risk from oral sex. Most genital area skin bumps are not due to STDs, but the only way to know for sure is to be professionally examined.
