Seek help: Sounds like fungal rash or allergic rash, but could be eczema. Does not sound like it is sexually related, but could be due to diabetes. Primary care doc should be able to figure out quickly.

See derm: Need to see a dermatologist to find out what is happening. Since it does not itch, it is unlikely to be an allergic reaction.
