Not related: The vsds will shunt excess blood into the lungs, eventually causing pulmonary hypertension and heart failure. They need to be repaired - you probably already know that. The vsds are not directly responsible for cold legs but if she's ill and not eating well, malnutrition and failure to thrive may be.
